Some got the permits and then deliberately disappeared within days. Usually those who are single who don't have to worry about getting their families in. So our company only sponsored those with families they wanted to bring in once they were settled so they'd not run.
Back then, it was a lengthy, complicated process of vetting and time waiting for approval. I don't know how difficult it is now or how the government program works? We did it as a business (the company I worked for then).
ICE (then called INS) came down hard and fast back then if someone disappeared. I've heard that nowadays, their budgets are too small to respond promptly.
