Pirate Radio was released by Mojo Nixon and Skid Roper in 1989. May well be referring to Radio New York International and their FCC raid with it's mention of pirate ships. Radio Free America was a very short lived offshore station off New Jersey in 1973 operated by Reverend Carl McIntyre in response to the FCC not renewing his licence for landbased station WXUR due to him not satisfying their requirements for the Fairness Doctrine, then in place to require varied political views to be aired as a condition of his licence.
Mojo wrote this after he and Skid were support act for the Pogues several times in the late 80's, vocals inspired by Shane McGowan. Produced by Jim Dickinson who is on banjo.
In 2006 Rick Randall wrote and Keith Hampshire sang vocals on Where The Heck is the Olga Patricia to the tune of Wreck of the Edmund Fitzgerald. Can't find it online but I have heard it. Lyrics are here, tribute to Swinging Radio England.
