DRM with 20 khz bandwidth can handle 72 kbit/s which is enough for good sound quality for modern codecs.
I don't really agree that Medium wave could be used for new community radio. One of the very few who were still using it 'Radio Warrington' has just closed it's medium wave transmitter due to lack of listeners still using it to concentrate on digital (online and DAB+). They used 1332 KHZ which is now another completely clear channel. Community stations struggle enough to get listeners without being on Medium wave as well which seems to have fallen well and truly out of favour. I'm more inclined to think it should be offered on a shared basis to ham radio users.
