Ohio uses such a system. The "Voting Machine" merely prints the voter's choice on a piece of heavy paper. This ballot is in plain text and is read and approved by the voter. This is then read by a machine, but KEPT for two years. The voter sees the ballot counted. Each ballot has a serial number which is related to the "Voter Authorization" ticket. Thus, it is certain that there are no extra votes and no missing votes. The machine that prints the ballot simply guarantees that the ballot can be read. Simple, yet secure.
