24) Quick Pitch
Due to the nature of a quick pitch it is possible for an umpire not to call illegal in time. Any pitch deemed by the umpire to be a quick pitch is automatically a dead ball and counts as a ball for the batter, should the batter swing on a pitch deemed by the umpire to be a quick pitch it is at their own risk similar to swinging at an illegal pitch.
25) we will also use a mat this season for balls and strikes. If the ball hits the mat its a strike. No mat no strike. It's very simple.
