My area of expertise is "fair academic use" in which you can copy up to a specified percentage of a page, but no whole image etc etc without the permission of the author or copyright holder. No mention of commercial interest here. The issue is complicated by "Creative Commons" which offer non-commercial licences (NC). Please Google "fair academic use" to check what I am saying.
Norman does hold copyright, but legal action would be expensive. If he took action, the amount he would be awarded would depend in part on any financial gain by the person infringing. Note I am just a teacher and not a specialised copyright lawyer.
Who wants to get into the hands of the lawyers!
