It's probably to do with preference.
I know people that were born in South Shields hospital - thus officially from there - though they have lived all their lives in Hebburn, and class themselves as Hebburn lads.
I have a nephew that was born in Germany - apart from the short period he was there, he doesn't speak German, has lived all his life in England and classes himself as English.
I'm sure there will be people that were born in other countries, lived there 2 minutes and yet are proud to call themselves a native of that place; so it's probably to do with which of the two places you're more comfortable with, unless you prefer dual citizenship.
