That's a great question and well observed.
I think that these windows are operational - it’s likely that one or more of the regulars has been in the building and will know for sure.
My thought is that the 5 first floor windows on the left, are quite low - near to the floor – because they run along a passageway, and that the windows on the right (also on the first floor) are quite high up the wall because they’re bedroom windows.
