It was probably in selected areas. Some areas of Harrogate need cut more often than others
The Stray in Harrogate is huge around 200 acres and then there are loads more probably another 200 acres spread around here and there.
Then there is the Valley Gardens very big plus other park areas all laid out in Victorian times.
The various schools still have their playing fields and there is a lot of them plus the colleges around.
There is a very big council gardening department which does a huge amount of flower planting.
The grass cutting machinery of today can cope with the conditions.
My son in law cut our huge lawn three weeks ago and it’s ready for another cut now. He just did it on a high cut. I think he called it a Top Cut.
I used to cut the grass but no longer as he has it off to a T and part of the lawn is a bit steep.
I might have a go in the summer.
Looking at your photo I assume where the machine is stood has been cut.
It’s good management to avoid allowing the grass to get too long as they do not pick up the cuttings so cutting is done on a regular basis certainly here in Harrogate.
