The rivets themselves may well be a problem as they are usually not a good a material as the main plates.
It’s a very long time since I drove across the bridge but between 1966 and 1968 crossed it very day, even then the paintwork was not good.
I wonder if the change from oil based paints to water based paints in the 90’s has anything to do with it.
They may have to do similar work as was carried out on the Forth Railway Bridge.
I would expect that there will be blast cleaning before repair and repainting.
