Looking at your photograph, at first I thought GG Men might have been 'General Group', or similar, though, it seems that no-one that worked at Reyrolle had heard of a department named GG.
So I looked further into the photograph and noticed that the bespectacled main man, in the centre, is G. G. Maxwell.
Gilbert Grierson Maxwell, was an Electrical Engineer at Reyrolle, and his address at the time was 9, South Drive, Hebburn.
He was an ARP (Air Raid Warden), b.1896.
Therefore, as he was the 'top man' and all the men on the photograph below worked for him (including your dad), it wouldn't be too far a stretch of the imagination to think that the term 'GG Men' could mean 'Gilbert Grierson' men.
My guess is that he was affectionately known by his colleague as 'GG'.
