An accident. There COULD be elements of negligence that come out
in the investigation into why the ship lost power/steering is completed. IF, and this is certainly an IF, it is determined that the cause of the mechanical failure is due to failure to inspect/repair/maintain some critical system, then there could be a degree of civil, and even potentially criminal liability. The ship is less than 10 years old. That is relatively young and would not be expected to have serious mechanical problems. But of course every mechanical device CAN fail.
