The rules committee is traditionally the speaker's arm as to what can come up on the floor. Usually the speaker's handpicked choices pass the rule and the opposition party votes against it.
However because McCarthy was a coward he gave away rules committee seats to the intransigent wing of his party in order to be kicked in the nuts 15 straight times and win the speakership.
So getting a rule has been very difficult for the speaker because he has intransigent members on the committee and the opposition party votes against him.
This is why for most big legislation Johnson has skipped the rules committee and put bills directly on the floor under suspension which needs 2/3 of the house vote.
So in this instance Democrats voted for the rule and helped Johnson to get the aid bill on the floor which is a very rare occurrence in the house.
