Also the suite are performed in a series of "numbers"/movement where each individual number is coherent. There's no pretension that the entire suite works as a singular continuous music because there is a clearly demarcated breaks between each movement/number.
Essentially the orchestral suite works as a multi movement orchestral piece. Admittingly Tchaikovsky ballet music is mostly thematic (sort of like Pictures at the exhibition) where you have short snippets of thematic material. However there's no pretension of a singular continuous work and is a perfectly "adequate" work.
