Hard to say if which specific thing is whose ideas so you'll probably never get a definite answer to your question. But I get the sense that Wayne is mainly the ideas guy and Drozd is the music guy. But it varies widely depending on the project. Oczy Mlody sounds to me like Wayne took charge of the lyrics 100% (as opposed to the more personal and intimate lyrics on The Terror, which seem more like what Drozd might come up with), but left the music to Drozd to do mostly by himself (it certainly doesn't sound like an album made by a full band). this kind of thing is largely just speculation though. And this definitely wasn't the case with their 90s stuff which was from what I can tell mostly a normal setup of "lead singer brings in a song and the band hashes out an arrangment together".
There were some epic drums on both the 6-hour song and the 24-hour song. Largely cus there are several huge stretches of jamming in both. Did you ever hear the edited version of the 24-hour song? That's some prime-quality Lips right there.
