It *was* kind of considered old for the style of music. When grunge washed away the hair metal bands, it was partly assumed that they'd never be back, because by the time styles changed again, they'd be too old to do that kind of thing. VH wasn't necessarily considered full-on hair metal, but they were close enough.
VH launched F*CK right before grunge got really popular, which no doubt helped it succeed. In a world in which hair metal still sold and GnR was still everywhere, there was a place at the table for pop-metal's oldest sibling.
