Does "first world" mean a "developed country"?

I thought it meant NATO and their non-North Atlantic allies, second world were the countries they were allied against, and the third world was everyone else. Does China get to be first world just because its communism is such a fecade, or is it because we do so much business them they're not a real enemy regardless of how much foreign/military policy is devoted to keeping them in check?
This map from wikipedia of the Cold War era classifications shows a bunch of "developed" European countries as Third World.
Wasn't the eventual blanket application of "third world" to "developing" countries just and expression of a jingoistic, "If you don't want to help us fight the commies it must be because you suck and are poor," attitude?
