The label had a lot of financial leverage over the band at that point, and mandated that they work with an American producer. I imagine it wasn't cost-effective to switch to a new one by the time it was clear that Todd and Andy hated each other. Plus from the label's perspective Rundgren was doing exactly what they wanted him to do.
Rundgren is famous for being sarcastic and difficult to work with, but in basically every account of the album's recording I've read, it's Partridge who really comes off as a whiny pissant.
