Not everybody cares about listening to entire albums

so alot of box sets might suffice if you wanted a large collection of bands best material. And some sets are useful for bands that have messy discographies full of half-redundant releases and out of print singles. Also, alot of the old hodge-podge box sets from the late 80s and early 90s are probably marketed at people who have all the albums on vinyl and don't plan to throw away their turn table and record collection but want some of them on cd (or, at the time cassette).
Some box sets truly don't make sense like the AC/DC box set that was four cds of rare or unreleased material and then Back in Black, because of course the people buying that set don't own Back in Black. I have a Doors boxset that does something only slightly less obnoxious by having several cds of unreleased material and then one where each band member picked their favorite album tracks.
