I could think of a few possibilities for this poll but today I'll go with Stephen Duffy and The Lilac Time. His worst work is his early stuff where he's chasing 80 trends, but once his style fully clicked into place with The Lilac Time's debut in 1987 it's been beautiful low-key folky-power-pop ever since. Not all of his records are super thrilling, but each one is delightful in its own way and he hasn't released anything remotely weak in decades. (at least not that I've heard, I still have a few discography gaps to fill so maybe those could be bad, but I doubt it. He's got a very reliable songwriting style.)
