What we're supposed to be really horrified by, the biggest indicator of just how effed-up we all are because of this drug war, is Del Toro blowing away the drug lord's family. It's true that Del Toro's reason for doing this (his own family being killed) is mentioned only in a throwaway line, which may be what you're referring to when you say "the movie isn't very interested in its characters beyond..." but it's like the whole emotional upset hinges on that. Had Del Toro only blown away the drug lord and not his family, audiences wouldn't likely feel a whole hell of a lot.
But yes, the USG *is* enabling a whole larger cycle of violence to continue.
