I haven't read any of Tove Jansson's children's work (is there any besides the Moomintrolls?), but The Summer Book, The True Deceiver and Fair Play were all very good.
A lot of the Dahl stories are more black comedy than anything else - maybe there's an ugliness behind them, but they're usually clever, funny and brief enough that it's not going to bother you. You could try Taste
for a more fun one, or William and Mary
for a surreal but not especially creepy one.
