Why did The Who never change their ####ing setlists in those early days?

So cool, we get "Relax" and "Little Billy" and more versions of the same songs they always did. For a group that's often called one of the best live acts of all time, I find that incredibly frustrating. How many songs from "Sell Out" (their best album IMO) did they *ever* perform? A lot of times, the songs are even in the same *order*. How many of their shows start with "Heaven & Hell" followed by "I Can't Explain"? Who fans don't find that shit boring?
