I think the main issue is how little he says about the actual *album* he's reviewing

He gives us the rating rationale and then basically spends the entirety of the review pondering the origin of "bombastic" Tull (they're a prog group- why does this even matter?) and discussing changes in personnel. He doesn't discuss any of the songs or say specifically what makes this worse than other Tull albums, aside from those changes in personnel, which doesn't really make sense in the first place, since the main appeal of Tull is arguably the material, not the musicianship.
I agree that "Minstrel" isn't particularly bombastic for Tull and is way better than "Passion Play". In fact, it's always been my favorite Tull album after "Aqualung".
