It was a huge hit at the time
In the mid '70s, when the Beach Boys were forgotten or hopelessly uncool. Maybe it was nostalgia for a (supposedly) simpler, more prosperous time when the world and the country were in crisis, but it made them relevant again and brought on a nnew generation of fans. There probably wouldn't be that cavalcade of Beach Boys compilations (or 15 Big Ones) without it.
My biggest gripes are the inclusion of both "Surfer Girl" and "Girls on the Beach," when one of them (the latter) could have been swapped out for one of the tracks you mentioned (plus the album was a double -- they probably made it twice its length!) and the inclusion of the album version of "Help Me Ronda".
