The percentages from different parts of Europe that you received from your AncestryDNA test are not particularly helpful. The purpose of the test is to connect with genetic cousins? Have you logged into your Ancestry account recently? You should have matches with several thousand cousins. Most of them will be very distant so it's best to focus on matches who are fourth cousins or closer.
AncestryDNA are now also able to provide regional breakdowns so have a look at your results and see if you are in any subregions (eg Southern England, Southwest England).
You do not need to upgrade your AncestryDNA test. You should automatically have received all these updates.
Can I suggest that you also take advantage of the free autosomal DNA transfer programme to add your results to the Family Tree DNA Family Finder database:
https://www.familytreedna.com/autosomal-transfer
This will give you a different range of matches and will allow you to join my Devon DNA Project:
