Well, Goldberg's character's remark is something like "*Someone's* smokin' some weed". He shouldn't have necessarily expected to get his assed kicked but he still should have known better. That's part of what makes it painful- it's not just some random inoffensive remark but a horribly misguided attempt to be cool which completely backfires.
I'm not sure if Travolta's comeback can really be viewed as "70's nostalgia". Just the result of Tarantino casting him in "Pulp Fiction" (and I'm not sure if Tarantino's success counts either, regardless of his numerous blatant 70's influences/references). I also don't really remember bellbottoms making a comeback during the 90's (and aren't those associated more with the 60's anyway?).
