Ah, that's more understandable. Do many people have air conditioning, or is the climate naturally cool enough that they can go without? DC was pretty hot this year, too, but more notably the humidity was awful -- I think we set some kind of record for most 70F dew point days, at least in the last while. If you keep all your windows open with fans it's not that bad. The hardest part of high humidity is going from one environment to another (inside to outside).
Definitely does suck (and sucks for your mom's classmate!). I've heard that the interior of Siberia and Alaska can get surprisingly hot.
