The rest goes to research projects. Federal funding isn't used for the programs those suddenly-cut-loose foreign students are in. Instructional academic programs are funded by a combination of endowments, tuition, and donations. The taxpayer-funded stuff (hospitals and research) benefits the taxpayer, making this little more thana harmful publicity stunt..

This isn't an "efficiency" seeking action by administration. It's revenge for protests against Israel (some of which absolutely have crossed the line into antisemitism...but this is a gross overreaction).
