Musk's plan was to wreck government function, with their near total lack of investigation and planning make it impossible to accomplish what they claim that they were doing. Musk was mainly interested in closing down agencies investigating his various companies illegal activities.
In order to improve government function, you have to study what is working and what is not working. Making massive changes without that study, guarantees that you just mess up government function. Musk knows nothing at all about how government function, neither does Trump.
The amount of waste and fraud has been extremely exaggerated.
