The War Powers Act of 1973 was passed by Congress. The President has 60 days to carry out “war” after which he must go to Congress. The Act is blatantly obvious to be unconstitutional. Because it’s still being used and abused by the Executive Branch, my guess is the US Supreme Court has ruled it’s Constitutional.
