I went on a self-guided Capitol Tour on 09/11/2002, exactly one year after infamous 9/11. Arrived at US Capitol at 6AM. It was heavily-guarded and virtually impossible to visit.
Went on to Annapolis, stayed a couple of days, ate at McGarveys and Marias, visited Capitol, usual security.
Then on to Harrisburg via Philly, where the Capitol was heavily-guarded and not open to visitors. Grabbed a snack at a local pub, then on to Charleston WV, stopping overnight at Morgantown.
The Capitol building in Charleston was wide open, not a guard in sight. I self-toured the entire building un-challenged. I thought to myself, "Charleston is the place to be in the event of global war."
Then on the way to Frankfort, stopping to eat at Roccos in Ceredo, and staying a couple of days in beautiful laid-back Lexington and eating at de'Shas.
Frankfort was as wound-up-tight as could be. Menacing KY State police guarding the Capitol and Governor's Mansion. No visitors welcome there.
Interesting how each state and city has a different personality.
Some cities are friendly, like Columbus, Omaha, Phoenix, Lexington, even Philly, and I get along famously with New Yorkers. Other cities are a bit up-tight, like Cincinnati and Louisville. There are cities with no personality, like Seattle, Minneapolis, Vancouver, and Jacksonville. Even Toronto is a bit lackluster. There are the quiet, beautiful cities like, Charleston SC, Montreal and Chattanooga. Then there are cities that are just plain old rude, like Jackson MS.
