I've been to the Alamo once, and stayed in San Antonio overnight, but other than that, I'm not familiar with that area of Texas.
We get storm warnings on the radio here in Central Virginia, usually tornado and thunderstorm Warnings and Watches.
But I'm not sure how many people listen to the radio anymore. Especially not at 4 AM.
I guess people can register their cellphones to receive warnings? If you live in an area that's prone to flash flooding?
