I'll be merciful (this once) and help you out: "defunding the police" is/was about narrowing the scope of police duties and operations to actual law enforcement. In many communities, police departments have expanded to handle a wide range of social issues they are not equipped for, such as mental health crises, homelessness, and drug addiction. What is being advocated is shifting these operations (and their budgets...thus the "defund" part) to entities that are better suited by training and institutional culture to carry out those duties.
