Yes, some of the crime statistics have been manipulated, with more serious crimes being reported as lesser offenses.
So yes, it may appear that there are fewer serious crimes being reported.
And you can probably find as many DC residents who say crime is up as you can find who say crime is down.
But the question remains - up OR down, is it TOO MUCH!
Is it too much to expect that when you visit the CAPITOL OF THE UNITED STATES, that it is clean and safe?
