Upsetting the constitutional balance of power between the branches of government is usually a bad idea. Abuse of the executive order is a bipartisan issue (in that presidents from both major parties have done so).

And I concur: a trade imbalance is in no rational way a "national emergency." And a de facto tax on American consumers is no way to solve it...
