I would have congress take a short break and give them a free party with free beer, free food, good music and dancing. Maybe after they all had a party together they would be willing to compromise and agree on a budget.

Also I would give them assigned seats with everyone sitting next to someone from the opposite political party.

Maybe I would make an executive order that they permanently loose their pay for all days during the government shutdown.
