Some of the east Pacific intercepts might be reasonably called anti-drug operations for the protection of the US, presuming the intelligence on those boats' cargo was accurate. The Caribbean ones, much less so: none of those boats have the range to reach the US from Venezuelan or Colombian waters.

The fentanyl precursor argument is pretty weak, as routing through those countries from the source in China doesn't really make sense. Cocaine (remember that?) is more likely.

Putting pressure on Venezuela's leadership that might lead to regime change (a priority in US policy in that region for years...it's not a Trump thing) is a move to ease access to the largest petroleum reserves in the world.
