The purpose of welfare is (or should be) a hand up, not a handout. Sure, there will always be people who, despite good faith intent and/or effort, cannot do for themselves. Developmentally disable persons, those too mentally ill, etc. Caring for such folk is the mark of a good and kind society.

But those who can pitch in should pitch in. Society works best that way.

Interestingly, this is also the first principle of the mosh pit (as in the punk and metal concert phenomenon): if someone falls, help them up.
