I agree Trump 45 budget was a victim of COVID. I already mentioned the 2020 pandemic in another post.

Putin attacked Ukraine while Biden was president. Trump promised to stop Russia, but he has not done that yet. Putin is a terrible leader, I would assassinate him myself if I could.
