Government studies rarely solve issues. They often create more problems than they solve.
How is that High Speed Rail project in California progressing?
They would be better off submitting a request for quote to private companies with the resources and expertise to determine the feasibility of cooling the subways. They would quickly determine if the value created would be sufficient to amortize the cost of the project.
