I could perhaps offer some advice that's germane to this country, but its going to be a bit ugly and I might be off base not knowing all the facts; there was a lot there in your prose that was made clear that I hitherto only suspected. Not being completely in the know, I'll not make any specific recommendations as I might be making the wrong one.
I will strongly make this one, though. I really think you should get on the phone to the local advocacy organisation for seniors. They have people who can ask the right questions of you and get you in a far better position.
You'll really need to do this quickly, because if you do get knee replacement surgery to the schedule you mentioned earlier and you go back to life on the bed ignored instead of getting the required post-op physical therapy and exercise (you'll require someone responsible to see to it you get those opportunities), you won't walk again. Frankly, you have no-one around you who can be relied on simply because of being slaves to substance abuse.
Do this and see what they can do to get you on the road to life again.
