There is nothing that says a madman of any stripe cannot be run for office (note the chosen wording of "be run"). It's only after he might occupy that office that his mental ability can be challenged.
Clause 6 of Section 1 of the 2nd Article of the Constitution gives the power to declare "inability" to vice-President and Cabinet combined and describes Congress' role in vacating that declaration if challenged by the President. The 25th Amendment further clarifies and amends matters of "inability" and succession.
Until that goes down, it's all moot, whether Biden or Trump. Then, it becomes a matter of political alliance and expedience to keep whichever of these two mental fossils might be in office in place.
"We the People" can do nothing about the fact we have been given the choice only between two mentally compromised old fools (or is it all performance theatre?) before the election and we have absolutely no avenue to bring the victor's sanity into question afterwards. The chances of the "winner" being challenged afterwards are solely based on the remote possibility the political stars might align.
Don't hold your breath.
No matter how clear any medical or legal professional might argue in an hour and a half's presentation that these people are clinically madmen makes no difference. None. All I can do is be pissed off for an hour and a half listening to a well-presented case in support of what I already know. He's clinically unfit and a danger.
It would make a difference if the other guy wasn't, but he is too. I can't help but wonder if there will now be an election where one fringe of lunatics are victorious over another fringe of lunatics whilst the sane have no choice in the matter.
Sanity has no representative or representation in this dreadful contest.
