Ah I get it now, local as opposed to national level which makes sense given the size of the place, but what happens when you cross state lines in a vehicle that say passed its test in your neck of the woods under your states conditions which are perhaps not as stringent as the state you are entering?

Do you have to retest the vehicle in this new state or is a pass in your state acceptable there?
