It turns out this is the second time he's declined a summons by a minister of the French government over this sort of thing having to do with politicisation of the internal affairs of France.

Protocol doesn't seem to apply to him; in his mind he seems to believe his purpose is to lecture the French on how his boss wants them to run France. That always goes well...
