Before that, the border was a minor irritation.
Now its a bigger problem and a political football.
NAFTA paved way for establishment of maquilladoras- twin factories with management on US side and labor on the Mexico side. That attracted millions of migrants from all over Latin America to the border in search of work.
When many arrived and found no work, or exploited work, since they were so close, many came on across in search of something better.
When I was there, maquilladoras paid $3 to $5 per day, a twelve hour shift, and provided a sandwich. Even in Juarez, that was not a living wage.
Companies from all over built maquilladoras. Japan, Germany, Netherlands, South Korea, and of course US and Canada.
