When I lived in MA, there were rivers, lakes, and ocean ports that were fouled out for a century or more, especially near paper mills who dumped paper sludge and dyes into the water. They weren't safe to wase or swim in, never mind drink or even support aquatic life.
Boston Harbor had some truly deformed fish and frogs due to its pollution. Kids used to fish there to see what they might catch on their hooks or that get stuck on long spearhooks they'd drag in the water from rickety boats.
There were rusty tools, bikes, cars, filthy clothes, broken toys, etc. Down there, even dead bodies at times. Raw sewage sometimes escaped into the water.
Cities and the state began restoration projects way back in the 60s, but most weren't actually safe again for another 20+ years. Now, those waters are safe for humans and aquatic life again. People are rediscovering them for recreational fun as well as some even used as water supplies in some cases.
I fear the current admin eliminating safe water, air, and soul laws that will again foul them out.
