Seems someone fed police a story about Abrego-Garcia some years go that he was into human trafficking. Police investigated and gave info to prosecutor who said there was no evidence and no way he would prosecute the guy on the word of a known criminal.
Leave it to dt's admin to charge him anyway rather than just admit that they totally screwed up, make it right, and be done with it.
