Because those cities have Democrats for their mayors like Chicago and LA.

As do likely most, if not all cities, in Red States. The major point I was attempting to make is the Progressive and Socialist leaning Democrats tend to have very poor records as mayors of their respective cities. Their policies seldom improve anything, and they drive much of their citizenry into a deeper dependence of government. That is not a recipe for a success in anything other than greater debt.
