Was there anything else to indicate that it was targeting minorities on the job?

Without knowing ANYTHING about the job site, the workers, or where it was specifically found, if it was some lame gag or targeted hate, I just don't know what to make of this.

At the same time, a noose is a powerful symbol of historical racism. That concerns me.
